Tom Bucci was born in Yonkers, New York. He first entered the military in the military intelligence career field, attending the Defense Language Institute, Presidio of Monterrey, California, and Advanced Individual Training at Goodfellow AFB, Texas. His first permanent party duty station was Fort Gordon, Georgia, where he served as a cryptologic linguist. He earned a Bachelor of Arts degree in political science from the University of Connecticut in 1993, and a Juris Doctor from Quinnipiac University School of Law in 1996. He entered the U.S. Air Force JAG Corps as a direct appointee in 1998, and served in various capacities as an active duty USAF JAG for the next decade. His assignments have included appointments as a claims officer, chief of military justice, chief of administrative law, and chief of contract and fiscal law. He also served as a Special Assistant U.S. Attorney in federal magistrate's court. In 2005, the USAF JAG Corps accepted his application to attend the environmental Master of Laws degree program from the George Washington University School of Law in 2005, after which he focused exclusively on environmental legal issues. He separated from active duty as a Major on July 30, 2009. He joined Army Environmental Command's Office of Counsel (now IMCOM ELB) as a civil service attorney in early August of 2009. His principal responsibilities include cultural and natural resources law, and planning under the National Environmental Policy Act (NEPA).
His military legal assignments included serving as an Assistant Staff Judge Advocate, 97 Air Mobility Wing, Altus Air Force Base, Oklahoma, as an Assistant Staff Judge Advocate, 88 Air Base Wing, Wright-Patterson Air Force Base, Ohio, as the Chief, Airspace and Ranges Law, Langley AFB, Virginia, and as an Air Force Legal Operations Agency (AFLOA/JACE) environmental attorney in support of Air Combat Command, Langley AFB, Virginia. He has deployed to the Central Criminal Court of Iraq Liaison Office, U.S. Embassy, Baghdad, Iraq (2004), and as the USAF Staff Judge Advocate for Ali Al Salem Air Base, Kuwait (2007).
He was admitted to the U.S. Court of Appeals for the Armed Forces and the U.S. Air Force Court of Criminal Appeals, and is licensed to practice law in New York and Connecticut.
His active duty awards include the National Defense Service Medal, Global War on Terrorism Expeditionary Medal, Joint Unit Meritorious Achievement Award, Iraq Campaign Ribbon, and the Meritorious Service Medal with 2 Oak Leaf Clusters.
