Donald L. Bell was born on September 29, 1975, in Montgomery, Alabama. He attended Carver Senior High School in Montgomery, graduating with honors. Motivated by a strong sense of duty, he enlisted in the United States Marine Corps in August 1993. During his six years of active duty, he embraced the Corps’ foundational principles of Honor, Courage, and Commitment — values that continue to shape his legal practice today.
While serving, Mr. Bell pursued higher education and earned an Associate of Arts degree with honors from Campbell University in North Carolina in 1996. He went on to complete his bachelor's degree at the University of Maryland. After receiving an honorable discharge from the Marine Corps, he began working as a Deputy Clerk for the U.S. Bankruptcy Court, where he developed a deep interest in bankruptcy law.
Driven to build on his legal foundation, Mr. Bell enrolled at the University of Maryland School of Law in Baltimore. While completing his legal studies, he gained valuable experience working with a distinguished Bankruptcy Trustee in Baltimore City for over two years. He earned his Juris Doctor in May 2003.
Mr. Bell is admitted to practice law before the Court of Appeals of Maryland, the U.S. District Court for the District of Maryland, and the Maryland Federal Bankruptcy Court.
His professional affiliations include the American Bar Association, Maryland State Bar Association, Maryland Federal Bankruptcy Bar Association, Maryland Consumer Bankruptcy Bar Association, Maryland Trial Lawyers Association, and the bar associations of Prince George’s County, Howard County, Montgomery County, and the J. Franklyn Bourne Bar Association.
