Richard is a hometown lawyer, born and raised in Bowling Green. He attended Warren Central High School and continued his education at Western Kentucky University, graduating in 2007 with a bachelor’s degree in Political Science. Howard graduated from Indiana University School of Law – Indianapolis with a J.D. degree in 1993.
