Janice Mulligan
Janice F. Mulligan is an attorney and founding partner in the California law firm of Mulligan, Banham & Findley. For over three decades, her practice has been limited to representing patients in catastrophic medical negligence, personal injury and nursing home neglect cases She also serves as an author and consultant on legal issues relative to telehealth, cyberhacking medical data and stem cell fraud.
Ms. Mulligan is President of the Health Law Commissions of the International Bar Association (UIA) and she is a fellow and visiting professor affiliated with the the Center for International Legal Studies. She also currently serves as chair emeritus of the American Bar Association TIPS Cybersecurity Committee.
Past contributions include Ms. Mulligan having served as a voluntary clinical instructor at the University of California San Diego Medical School, Department of Family and Preventive Medicine, former member of the ABA House of Delegates, ABA TIPS Council, and emeritus chair of the Standing Committee on Medical Professional Liability.
A frequent guest lecturer both nationally and internationally, she has authored numerous peer reviewed journal articles and book chapters in both medical and legal texts. For a paper she authored on cyberhacking of medical data, Ms. Mulligan is the 2015 winner of the Monique Raynaud-Contamine medal for the best scientific paper awarded at the UIA Annual Congress in Valencia, Spain. Ms. Mulligan is also honored to be the ABA’s 2013 recipient of the TIPS James K. Carroll Leadership Award.
