Attorney Neuman is the son of Theodore and Edna Neuman and grew up on a farm in Geneva, Ohio. Theodore was a steel worker. Doug was the Valedictorian of the 1970 class of Geneva High School. He graduated from Vanderbilt University summa cum laude with a B.A. in Chemistry and History, and a minor concentration in mathematics.
