David I. Rickey was born in Independence, Missouri, August 24, 1963. He graduated from Harry Truman High School in 1981. He received his high school letter in Speech and Debate. In 1986 he received his bachelors in International Relations from the University of Central Florida. Mr. Ricks was born in New Orleans, Louisiana, and moved to Sugar Land, Texas in 1980. He received his Bachelor’s degree in Political Science from Lamar University in 1988. Thereafter, he attended South Texas College of Law and received his Juris Doctorate in 1993.
