Rachel E. Scott was born in Seattle, Washington. She received her B.A. from the University of Washington in 1998 and her J.D. from the University of Montana, School of Law in 2001. While at the University of Montana, she was a member of the national moot court team and was treasurer and the magister of Phi Delta Phi legal fraternity.
