Ryan grew up in Rockwall and graduated from Rockwall High School in 1998. He earned his bachelors degree from San Diego State University and his law degree from the University of San Diego. He currently lives in Rockwall with his wife Christina, who teaches in the bilingual education program in Rockwall, and their two boys.
