You can see those FAQ's here: https://www.irs.gov/coronavirus/economic-impact-payment-information-center. Specifically, your question is number 32. The IRS has noted that payments may be offset due to child support arrears but it depends on the the specific situation and if the State is working with the Department of Health and Human Services to ensure that the arrears are reported. Please contact the child support office in your county to see what, if any, help they can provide.
