Biography

Mr. Liles’ background is somewhat unique. In addition to a law degree, he holds both an MS in Health Care Administration and an MBA. He also holds certifications in compliance and coding. Robert has worked on the provider side, as a Federal prosecutor and now represents health care providers and suppliers around the country in connection with Medicare, Medicaid, and private payor audits and investigations. While working as a Federal prosecutor, he was asked to serve as the country's first "National Health Care Fraud Coordinator" for the DOJ’s, Executive Office for U.S. Attorneys. In this capacity, he advised prosecutors around the country regarding health care fraud statutes, schemes, investigative tools, privacy concerns, and compliance issues. Since entering private practice, Robert has continued to build on his health care background and experience. Robert has been rated “AV” by Martindale-Hubbell, the highest rating that may be awarded to an attorney. He has also been rated “10.0” out of a possible 10.0 by AVVO and a "10.0" by Justia.

My practice has consistently been focused on health care fraud defense and regulatory matters. Currently represent a wide variety of health care providers around the country in State Medical Board matters, administrative, regulatory, civil and criminal proceedings. I advise physicians, group practices, pain management clinics, home health agencies, hospices, durable medical equipment suppliers, therapy companies and third-party billing companies in government and private payor audits and investigations. Our firm has extensive experience handling overpayment appeals involving UPIC, SRMC and RAC contractors working for CMS. I serve as outside General Counsel for the American Medical Billing Association. Provide assessment and advice to health care corporate clients on proposed business models, addressing both Stark and Federal Anti-Kickback Act concerns.

Detailed in 1997 to the Executive Office for United States Attorneys in Washington, DC as its first National Health Care Fraud Coordinator.
