- Before he joined Goodwin Procter, Mr. Cooper was a senior attorney in the Boston Regional Office of the Federal Trade Commission from 1988-1999, where he directed government antitrust reviews in a wide range of industries, with a particular focus on the New England health care industry. Mr. Cooper also was the Commission’s lead attorney in many antitrust, trade regulation and consumer protection cases before the Commission and in the federal courts. He was the Commission’s lead attorney in a number of significant cases including litigation against Revlon for false and deceptive advertising of cosmetic products, and the Diet Workshop and the Beverly Hills Weight Loss Clinics for false and deceptive claims concerning the success of their low calorie weight loss programs.From 1977-1982 and 1984-1987, Mr. Cooper was a trial attorney in the Boston Regional Office of the National Labor Relations Board. He was lead trial counsel in more than 100 matters before the NLRB and in the federal courts, and investigated and settled many complex and highly-publicized labor disputes.Mr. Cooper also has extensive arbitration experience, having served for many years as a labor and commercial arbitrator through the American Arbitration Association. He is also an FMCS and NASD certified arbitrator.
