David Meinhard

David's background includes extensive work in contract drafting, review and negotiation, as well as in providing regulatory guidance, with a specialty in health care and data privacy and security law. Mr. Meinhard has a broad background in the general counseling of the business operations and compliance areas at Quest Diagnostics, where he served in various roles for over 25 years, from Corporate Counsel to Deputy General Counsel, as well as having been the Data Privacy Officer in its Compliance Department.

In his role of Data Privacy Officer he was responsible for the oversight, drafting and updating of data privacy and security policies and procedures, and worked in close coordination with the Information Technology Department

David has extensive experience in providing guidance in complex health care regulatory areas, including the Federal and State health care fraud and abuse and self-referral (Stark) laws, the Privacy and Security regulations of HIPAA, as well as the Federal Clinical Laboratory Improvement Amendments (CLIA), Medicare Advantage contracting requirements and OSHA’s Bloodborne Pathogens Standard.

He has worked on contracts related to the highly regulated Veterans Administration Federal Supply Schedule, as well as on contracts related to providing various services to life insurance companies to assist them in their underwriting processes.
