I am a former IRS Office of Chief Counsel attorney who has extensive experience helping clients with IRS audit, Tax Court litigation and syndicated conservation easement cases.
I received my law degree in 2000 from Samford University, and my LL.M. in Tax Law from New York University in 2001.
After that, I worked in Washington, D.C. for the IRS Office of Chief Counsel. After leaving IRS, I worked at a large law firm for 4 years, and then opened Bomar Law Firm in Atlanta, Georgia in 2007.
Prior to graduating law school, I clerked in the U.S. Senate, US Attorney's Office, IRS Office of District Counsel and Alabama Attorney General's Office.

- Q. I received a lien notice in April of this year for 2015 back taxes, but my IRS transcript- $0 balance, written off 2018.
- A: I would want to look at the lien notice, but if it went to $0 on IRS records prior to the notice normally I would expect that you probably received a scam notice that is not actually from IRS. Feel free to email it to me for review. No, an IRS lien cannot exist without an underlying tax debt. Even where a lien is supported by a debt, you will receive a release once it is paid off. If you called IRS, they would only be able to set up an installment agreement if they showed a balance on their computers. So I would start with the transcripts and make sure that it is actually IRS that you are paying and see what the reality of the situation is.
