Ryan has broad experience in high-stakes criminal and civil litigation. He has represented parties in grand jury investigations, enforcement actions, and criminal litigation covering RICO, mail and wire fraud, insider trading, securities fraud, money laundering, price fixing, federal tax crimes, and other alleged violations. He also regularly assists clients in conducting internal investigations and in negotiating agreements with the Department of Justice and other governmental authorities. Representative matters have included representation of a technology company before the DOJ Antitrust Division in connection with an alleged bid-rigging conspiracy, representation at trial and on appeal of a technology executive charged with conspiracy, fraud, and insider trading, and assisting a major hospital chain under investigation for alleged Medicare-related violations of the False Claims Act. He also has extensive experience representing clients in the gaming industry on a variety of matters. He has advised clients on the applicability of federal criminal laws to gaming activity; the legality of internet gaming; tribal issues, including IGRA; responsible gaming issues; the legality of political contributions; and regulatory and licensing issues. He has also represented gaming clients in suits in federal and state courts at both the trial and appellate levels, including serving as defense counsel for the former chairman of an Internet sportsbook charged with federal gambling and RICO violations. Ryan is a past member of the faculty of the American Bar Association's annual conference on gaming law. Ryan also maintains an extensive pro bono practice. For several years, he has been active with the Innocence Project of the National Capital Region. He has represented an inmate serving successive life sentences for murder, and has argued before federal trial and appellate courts on behalf of criminal defendants accused of conspiracy, bribery, fraud, drug crimes, and other alleged violations. He is currently assisting a human rights organization in its effort to gain access to information about mass graves in Afghanistan under the Freedom of Information Act.
