Wrote the original NEPA regulations for the then-Federal Energy Administration. Litigated in federal court to defend FEA oil pricing and allocation regulations. Intervened in 26 state utility commission proceedings to urge the adoption of pricing policies that would foster energy conservation, including marginal cost pricing, peak-load pricing, time-of-day metering, and other techniques.
