Marlane R. Chestnut, has more than 35 years of distinguished service with the Pennsylvania Public Utility Commission (PUC), first in the PUC’s Law Bureau, Rates Division and Office of Trial Staff doing litigation and appeals, and then as an Administrative Law Judge
Chestnut has advised and represented both utilities and utility customers before the PUC. Ms. Chestnut is experienced in all facets of utility representation and litigation. She was one of the PUC’s most respected administrative law judges known and admired for her keen intelligence and her command of the administrative and hearing processes. During her tenure as an administrative law judge, Ms. Chestnut handled every type of matter that came before the PUC - from sophisticated mergers/restructuring cases to call of the docket for payment arrangement requests.
Ms. Chestnut presided over adjudications and investigations with respect to fixed utilities, motor carriers and rail matters. She presided over numerous complex cases, including telecommunication arbitrations, mergers and acquisitions, electric and gas company restructurings and rate applications.
Ms. Chestnut also formulated and implemented the Memorandum of Understanding regarding formal complaints and compliance with regulatory compliance when the PUC assumed jurisdiction of the Philadelphia Gas Works. Additionally, she advised the Philadelphia Parking Authority on the compliance and complaint processes and policies after jurisdiction was transferred from the PUC to the Philadelphia Parking Authority.
Ms. Chestnut is also a frequent presenter on a wide range of topics in the area of utility regulation and mediation in conjunction with various educational agencies, most notably the Pennsylvania Bar Institute.
