Born in San Diego and raised in the San Diego/Tijuana cross-border community, Carlos has been actively involved in serving those in the San Diego/Tijuana cross-border community. Carlos attended the University of California Berkeley for his Bachelor of Arts, majoring in Political Economy and minoring in Ethnic Studies.
