Buta Biberaj was born in Montenegro and is of Albanian parentage. She was raised in the Bronx borough of New York City. She graduated from George Mason University with a B.S. in Education in 1987 and received her Juris Doctorate (JD) from the George Mason University School of Law in 1993.
