Biography

Troy took the exciting opportunity to join the Bertolino LLP team in 2021. He aggressively protects license defense clients whose livelihoods and reputations are under attack by government regulators. Troy works to make sure clients are well-informed about their cases and the options they have available throughout the regulatory complaint process. He brings his considerable government experience as a former regulator to bear in zealously protecting his clients’ legal interests and achieving positive outcomes that protect their livelihood, professional reputation, and careers. Troy also advises clients proactively before complaints are ever received. He works with clients to assess and improve their compliance with state law and reduce the client’s risk profile. Troy focuses on helping clients achieve goals for their profession and business by avoiding regulatory problems so clients can focus their resources on running their business.

Troy is a 2004 graduate of Baylor Law School and obtained his undergraduate degree from Boston College in 2000. Troy is licensed to practice law in Texas with over 20 years of experience in fighting to protect his clients’ interests. Troy is a 2018 graduate of the Governor’s Executive Development Program (Class XXXVII) and spent over 15 years handling state regulatory work as an attorney and director of enforcement with the Texas Appraiser Licensing and Certification Board. Mr. Beaulieu has litigated and resolved a wide variety of regulatory matters before the State Office of Administrative Hearings, with a particular focus on cases involving allegations of gross negligence, serious ethical violations, and fraud. He has also litigated a variety of matters in civil and appellate courts, including injunctive, declaratory relief and judicial review matters concerning government action impacting regulated license holders.
