- Richard has extensive experience in the numerous aspects and phases of airport and other public development projects and projects involving privatization transactions: early conceptual development planning, environmental review and permitting, review and negotiation with affected community groups, compliance with federal aviation regulations, development of airport proprietary regulations, solicitation and award of developer and financing proposals, lease drafting and negotiation, leasehold financing, and construction contractor bid processes and awards including construction contracts and project labor agreements. He has been a primary participant in coordination efforts with Federal Aviation Administration (“FAA”) officials at both the regional and national levels with respect to various environmental review processes and other federal aviation statutory and regulatory requirements, including adoption of a peak period pricing regulation at Logan Airport establishing a special fee for aircraft operations conducted during times when demand exceeds the capacity of Logan’s runway system. Prior to joining Ropes & Gray Richard was in-house legal counsel to the Massachusetts Port Authority (“Massport”), holding the position of Chief Legal Counsel for the period 1981-1986. (Massport owns and operates Boston-Logan International Airport and a smaller regional aviation facility in Bedford, Massachusetts, L.G. Hanscom Field.)
