Direct and to the point answer
Ms White provided a direct, complete, and honest answer to my question, which did help me significantly.
It does, in actuality, resolve my question and the issue as to my sister being able to use the Durable Power of Attorney for my mother, and its validity or need for any further documentation or verification by a Physician.
