Activities: Mr. Dougal is a member of the Environmental and Natural Resources Section of the State Bar, the Travis County Bar Association (Administrative Law Section; and Environmental, Natural Resources, and Water Law Section), and the American Bar Association Section of Environment, Energy, and Resources.

Activities: Mr. Dougal serves on the Board of Advisors, University of Texas School of Law, Environmental Law Clinic (2005-2007) and the Exam Committee, Texas Board of Legal Specialization (2006- 2007). He is a Past Chairman (1999-2000) of the Central Texas Chapter of the Air & Waste Management Association; Past Member of the Board of Directors (1999-2003) of the Clean Air Force of Central Texas; Past Chair (1997-1998) of the Health, Safety and Environment Committee of the Greater Austin Chamber of Commerce; and Member of the Texas Society of Professional Engineers (State Director, 1994-1996). He has performed pro bono legal services in conjunction with a variety of community organizations, including the Volunteer Legal Services of Central Texas.
