Todd was born in Petaluma, California on October 31, 1975, and was raised in Sparks, Nevada. He served in the United States Navy from 1995 – 1999, after which he attended the University of Nevada. In 2004, Todd graduated from the University of Nevada with a Bachelor of Arts in Philosophy. Cyndi graduated from the University of Kentucky College of Law in 1992, where she was an editor of the Kentucky Law Journal. She received her undergraduate degree in Political Science from the University of Kentucky in 1988. Cyndi was the President of the University of Kentucky Student Government in 1987 and served as the student member of the University of Kentucky Board of Trustees.
