Jacy graduated from Southeastern Louisiana University with a B.A. in Psychology and a minor in Criminal Justice. After enlisting as a paralegal in the Air National Guard, she earned her law degree from Southern Illinois University School of Law. Upon earning Top Graduate of her class at Air Force Officer Training School, Jacy commissioned as a Judge Advocate (JAG) in the Air National Guard.
