Mr. Sumner has been practicing law since 2000. He started his career with Rosenthal & Greene, PC, a highly respected plaintiffs firm. He worked on high profile civil rights cases, legal and medical malpractice cases, and large personal injury claims. He appeared in a variety of Oregon trial courts, the U.S. District Court for the District of Oregon, and the Ninth Circuit Court of Appeals.

He moved to Abbott & Prange/Paris, PC, an insurance defense firm after about 4 years. He defended insured from a wide variety of claims including accounting malpractice, mental health professional malpractice, premises liability, automobile claims, herbicide application issues, and defending accountants against ethics allegations. The case exposure ranged from minor automobile claims to death cases. He also obtained his license in Washington in 2005. He appeared in a variety of Oregon and Washington trial courts, the Oregon Court of Appeals, the Oregon Supreme Court, the U.S. District Court for the Districts of Oregon and the Western District of Washington, and before administrative law judges for the Board of Accountancy.

Mr. Sumner then joined Scheer & Zehnder and opened their Oregon office. His practice there focused on construction defect claims, primarily on behalf of the general contractor in large construction projects. He appeared in a variety of trial courts in Oregon and Washington and the Oregon Court of Appeals.

After opening the Scheer & Zehnder Oregon office, he joined The Rickles Law Firm. While there, he defended automobile dealers from a variety of claims including employment cases and premises liability claims. He also worked on construction defect claims and did some debt collection.

Sumner Law, PC, opened April 15, where Mr. Sumner utilizes his wide experience to represent clients in a variety of claims from bringing and defending personal injury claims to business litigation.

Prior to becoming a lawyer, Mr. Sumner served in the United State Coast Guard. That experience gave him expertise in maritime issues and the nautical rules of the road. A growing area of his practice is in the maritime community, primarily as an expert witness in boating collisions.

I have been practicing law since 1980.

I began my legal career first as an associate, and later a partner, in a small law firm in the St. John’s District of Portland, Oregon. In 1983 I moved into my own office in Tigard, Oregon. In 1993 I moved my practice to Wilsonville, Oregon, where it is today. My clients have come from all over Oregon (and, sometimes, from out of state) and I have handled legal matters in just about every county in Oregon.

I like being a sole practitioner because it allows me to practice law the way I want to. What I have intended from the start, is to make quality legal services available to more people. Over these many years, it has been my pleasure to provide my clients with the same high quality legal service that the large law firms provide but at a much lower cost. I know for sure that my clients appreciate that. They also appreciate having ready access to me, and knowing that I will treat them fairly and honestly.

The main areas that I practice in are Real Estate, Business and Commercial, and Non-profit law. I also draft wills and trust, and handled probate and other general legal matters. During the course of my legal career, I have advised my clients on matters from a wide range of legal areas including: consumer law, tort law, debtor-creditor law, Indian law, Art law, Intellectual Property law, Bankruptcy law, Criminal law, Civil Rights law, Employment Law, Land Use law, and Entertainment law. I have also litigated and appealed cases in both state and federal courts, as well as state and federal administrative agencies, and I have handled numerous mediations and arbitrations.

My thirty years as an attorney have given me a broad base of experience and, I believe, a deep knowledge of how the legal system works. Because my clients are usually on tight budgets, I have developed a common sense understanding of how to interact with that system to provide the most benefit to my clients at the lowest cost and with the least hassle. As a matter of professional integrity, I always place my client’s interests first, including their pocket books, and strive to solve their legal issues quickly and efficiently.

I have been defending criminally accused people in Oregon for 26 years, regardless of the nature of the allegations against them, asking only that they pay for my time, energy, and dedication to their defense.

I believe that the first rule of criminal defense is to get and keep my clients out of jail. The lengths that prosecutors will stretch to continue pre-trial incarceration of the criminally accused tells us all we need to know about how important pre-trial release must be.

My first rule of trial practice is to keep my clients as far away from the courthouse as I possibly can. The fact is that more than 90% of the criminal cases in Oregon that go to trial result in conviction of the accused. Those are not favorable odds.

The best way I know to avoid trial is the implementation of early and aggressive pre-trial (pre-indictment when possible) defensive measures.

I became involved in my first family law case when a then current client wanted a divorce that required the division of the family enterprise and substantial assets acquired during the marriage.

Later, as more family law cases came along, I realized that I enjoy working with opposing counsel who are often open to reasonable dialog and reasonable outcomes. What a nice thing that is.

I usually work very hard on Domestic Relations cases but they usually leave me with revived emotional resources to bring to bear against the harsh realities of criminal defense.

I am regularly asked to represent children in high conflict divorce and custody cases; usually without pay. I do that for the children. They didn't make their parents' mess and are usually the most vulnerable members of the disintegrating family..
