Legal practice focused on real estate law, estate planning and administration, commercial transactions, public sector labor law, and law enforcement representation. Representation has included lenders in real estate transactions, title insurers in litigation claims, business entities in commercial claims and disputes, landlords in eviction and non--payment proceedings, spouses in separation and divorce matters, public employees in disciplinary cases and equal employment opportunity complaints, as court appointed referee in foreclosure proceedings and client appeals to the New York State Appellate Term, 9th Judicial District and the New York State Appellate Division, 2nd Department.
In the area of public sector law enforcement representation Mr. Dwyer has been involved in police litigation and disciplinary cases either as an attorney or as a consultant. As a lecturer he has been requested to give presentations to trade associations such as the American Society of Industrial Security (A.S.I.S.), Westchester and Hudson Valley Chapters, Southern Police Institute Alumni Associaiton, regional law enforcement training seminars, security company training groups and local organizations. Qualified twice as a police expert in New York State Supreme Court. Research and writing areas focused on public and private sector law enforcement liability, law enforcement disciplinary process, critical incident policy and police misconduct.
