Legal Services of Eastern Michigan (LSEM) has its roots in local bar associations providing voluntary services to the poor. Flint established a legal aid society in 1951. With the advent of the War on Poverty in 1965, the federal government funded separate legal aid organizations in Genesee, Saginaw, and Bay-Midland counties. To provide the most efficient and cost effective service to clients, these organizations merged with LSEM. With the formation of the federal Legal Services Corporation and access to expansion grants in the late 1970's, LSEM expanded to include six new counties. The agency's current service area includes: Arenac, Bay, Clare, Genesee, Gladwin, Gratiot, Isabella, Lapeer, Midland and Saginaw counties.

Our goal is to advance the dignity, equality, self-determination, and expressed choices of individuals. Michigan Protection and Advocacy Service, Inc. (MPAS) promotes, expands and protects the human and legal rights of people by providing them with information and advocacy.

For more than 30 years, Legal Services Corporation funded agencies in Western Michigan have provided free legal assistance to low income persons and Seniors in non-criminal, non-fee generating matters. Legal Aid of Western Michigan currently serves people in 17 counties in the lower Western part of Michigan.

The Legal Services Program is another cooperative effort between Third Level and the Bar Association. The program provides legal services to individuals needing representation but who are unable to afford it.

The Free Legal Aid Clinic is held every Tuesday evening beginning at 7:00 PM at Third Level Crisis Intervention Center, Inc. located at 1022 E. Front Street in Traverse City. It is an opportunity for individuals to receive private, free and confidential legal advice and problem clarification from attorneys from the Grand Traverse-Leelanau-Antrim Bar Association. Over 100 attorneys from the bar volunteer their time to the program and answer legal questions of all types. Services are provided on a first-come, first-served basis to the first 15 people who arrive.
