Ciccarelli Law Offices was founded in Chester County Pennsylvania approximately ten years ago after Lee Ciccarelli himself sought a vision for a law practice devoted to the clients it served.

Lee Ciccarelli began his practice after some ten years of litigation experience in trial and at the negotiating table in disputes and forums throughout the state from Philadelphia in the east to west of Harrisburg; and from Williamsport and Coudersport in the North to York, Lancaster, West Chester, and Media in the south. Ciccarelli's experience in trial both in the area of personal injury, automobile accident, medical malpractice and in criminal defense, serves as a foundation for a firm with the integrity, passion and experience needed for the toughest of legal battles.

Born in Williamsport, Pennsylvania, and the oldest of eight children, Lee was instilled by his parents with a keen desire to seek the truth, demand fairness, pursue justice, and serve others.

Over fifty years ago, Lee's uncle and his father, a veteran of WWII, an entrepreneur, and a deeply religious man, both rose from the shadows of the Great Depression to begin a family tradition of excellent customer service and long term client relationships. Their devotion to satisfying their patrons, treating them with respect and honesty, and maintaining a high standard for themselves and their clients was passed on to each to their children.

No less important to his father, Pasqualino and Uncle Clem was that their children be well educated and devoted to the service of others. Invigorated by this purpose, Lee pursued an education at Bucknell University in Lewisburg, PA where he combined a curriculum of chemistry and the sciences with American history, focusing on Civil Rights and the Labor Movement, and the Women's Movement.

Since his graduation from the George Washington University Law school, he has successfully represented individuals in personal injury and criminal defense matters including automobile accident, premises liability, medical malpractice, consumer protection, and DUI and criminal cases, in more than twenty-five (25) counties throughout central and eastern PA.

Lee's Law Firm is located in Chester County Pennsylvania with its primarily locations being West Chester, Kennett Square, and Coatesville but also has satellite locations in Lancaster (Lancaster County), Plymouth Meeting and King of Prussia (Montgomery County), Springfield and Radner (Delaware County), Center City Philadelphia and Williamsport (Lycoming County). We are a general practice firm conveniently located less than 2 miles from the Bay Bridge. We represent Mid Shore and Anne Arundel County residents in the areas of criminal, civil and family practice.

A lifelong resident of Rockville, Maryland, I graduated from Georgetown Visitation Preparatory School (Washington, DC) in 1999.

Thereafter, I pursued my undergraduate degree at Xavier University in Cincinnati, Ohio where I majored in International Affairs and Spanish, with minors in English and Latin American Studies. I was a volunteer English as a Second Language (ESL) instructor at Norwood View Elementary School and a Spanish teacher at the Xavier University Montessori School. My teaching and involvement with other non-profit organizations earned me the Peter J. Buschmann, S.J. Scholarship for Public Service. After graduating from Xavier in 2003, I attended Cleveland-Marshall College of Law. During law school, I was the Treasurer of the Cleveland-Marshall Chapter of the Delta Theta Phi Law Fraternity (Ranney Senate) and one of the founding members of the National Lawyer’s Guild (Cleveland-Marshall Chapter). My passion for community advocacy led me to become a Legal Observer for several demonstrations, ensuring that individuals’ civil rights were protected, and I taught “Street Law Clinics” during which I educated citizens of their Constitutional civil rights. I was a student practitioner with the Cleveland-Marshall Community Advocacy Clinic, which focused on redevelopment of blighted urban areas of Cleveland, Ohio. Attorney Jason Witcher's extensive experience as prosecutor brings an inside perspective to his criminal defense practice. Upon graduation from Rutgers University School of Law he began his career as a trial attorney as an Assistant Prosecutor. After several years he was promoted to the position of Supervising Narcotics Prosecutor with the Salem County Prosecutor's Office. In addition to dealing with all aspects of narcotics prosecution, he also prosecuted major felonies in a wide range of criminal areas. His role within the prosecutor's office led to his involvement in numerous multi-jurisdictional investigations where he worked with task forces comprised of local, state and federal agencies. He has been involved in major wiretap investigations and numerous complex narcotics cases.

His courtroom acumen and legal knowledge was often utilized in training and educational settings. He has taught courses for various Salem County Law Enforcement training programs in areas such as search and seizure, police testimony, wiretap minimization and police report writing. Mr. Witcher has received vast training through the Top Gun Narcotics Training Program, New Jersey Institute of Continuing Legal Education and The National College of District Attorneys.

Jason Witcher continues to develop his skills and increase his legal knowledge through involvement in several prominent professional organizations. He is a member of the Salem County, Cumberland County, Gloucester County and Camden County Bar Associations, along with the New Jersey and American Bar Associations. He is also an Alumnus of the National College of District Attorneys.


Certified Criminal Trial Attorney is a distinction bestowed up less than 1% of attorneys in New Jersey. His combination of experience advanced legal training and professional reputation has enabled him to be certified by the Supreme Court of New Jersey as a Criminal Trial Attorney. "Certified Trial Attorney" is a designation granted by the New Jersey Supreme Court to attorneys who demonstrate sufficient levels of experience, education, knowledge and skill in criminal and/or civil trial practice. The Supreme Court, through its Board of Attorney Certification, designates only those lawyers who apply for certification and who are able to meet the standards set by the Board and approved by the Court. Mr. Witcher has received numerous commendations for leadership and community service, including proclamations of commendation for community service from Governor John S. Corzine, the New Jersey Senate and General Assembly and United States Congress, citations from the Salem and Cumberland County Boards of Chosen Freeholders and the Government Leadership Award from Calvary Community Development Corporation. He is currently serving a three year appointment by the New Jersey Supreme Court, sitting on the Board of Bar Examiners Committee on Character.

He is active in his community serving in youth mentoring programs as well as serving his community on the Boards of Directors for several non-profit organizations.

Mr. Witcher is admitted to the New Jersey Bar and focuses his practice on criminal litigation.

Mr. McManus has been practicing law for twenty years, and for the past ten years he has been a partner at the firm. He began his career as a law clerk for Judge Joseph Mattingly in St. Mary's County Maryland and then worked as a prosecutor in both St. Mary's and Prince George's County. His more noteworthy criminal cases include:

* In 1985, Michael John Desasrno was convicted of sexual child abuse for acts committed by the former highschool wrestling coach while acting in the capacity as a wrestling coach.

* In 1987, Mr. McManus successfully prosecuted Willie Horton for beating and raping an Oxon Hill woman. The case received national media attention in the 1988 presidential election between George Bush and Michael Dukakis. Willie Horton, serving a life sentence for murder, escaped from a Massachusetts prison furlough program to commit the rape, while Mr. Dukakis was governor of the state.

* In 1988, Mr. McManus convicted a trucker for Motor Vehicle manslaughter in the 1986 deaths of two highschool girls in Riverdale. A truck with 18 safety defects carrying hot asphalt stalled at the top of a hill and rolled into a car occupied by three highschool girls. One was severely injured and the other two died when nearly 14,000 pounds of hot asphalt was dumped on the car.

Mr. McManus has developed a reputation as one of the premier personal injury attorneys in Southern Maryland. He has successfully represented both plaintiffs and defendants in a number of major truck accident cases, and developed a specialty in negotiating complex personal injury settlements. Mr. McManus has lectured, along side several judges, at multiple personal injury seminars for lawyers. An 'AV' rated attorney, he is a member of the American Bar Foundation, the Maryland State Bar Foundation, the Governor's Trial Courts Nominating Commission, and has chaired or co-chaired the local bar's Tort Law Sub-Committee for the past seven years.
