Mr. Rowan concentrates his practice in the areas of litigation and labor/employment law, primarily representing commercial and business clients. David was born and raised in Baltimore. He attended Calvert Hall College High School and Graduated from Towson University with a B.A. in International Studies. After spending over 5 years as a Securities Analyst for a Fortune 500 Financial Firm, he attended the University of Baltimore School of Law. During law school David was a student attorney for three semesters with the University's Family Law Clinic. There, he argued cases for economically disadvantaged clients in the District Court, Circuit Court, and the Court of Special Appeals. David also participated in a campaign to reform Maryland's Domestic Violence laws, and was part of a delegation that testified before the General Assembly to change those laws. During his time in law school, David also interned for the Honorable Wanda Keyes Heard at the Circuit Court for Baltimore City and for a Towson Firm, Warnken, LLC.

After graduating with a Juris Doctor from Law School, David was selected to clerk for Special Master Andrea F. Kelly at the Circuit Court for Baltimore City, Family Law Division. After his clerkship, he was recruited by his former law school professor Byron L. Warnken to be attorney-in-charge of Warnken, LLC's Family Law and Worker's Compensation Practices.

In 2010, David decided to pursue his dream of opening his own law firm. He believed that in starting his own law practice, he could more effectively represent his client's varied legal needs. Thereafter, I pursued my undergraduate degree at Xavier University in Cincinnati, Ohio where I majored in International Affairs and Spanish, with minors in English and Latin American Studies. I was a volunteer English as a Second Language (ESL) instructor at Norwood View Elementary School and a Spanish teacher at the Xavier University Montessori School. My teaching and involvement with other non-profit organizations earned me the Peter J. Buschmann, S.J. Scholarship for Public Service. As a senior at Xavier, I was one of a handful of students inducted into the Sigma Delta Pi, National Collegiate Spanish Honor Society.

After graduating from Xavier in 2003, I attended Cleveland-Marshall College of Law. During law school, I was the Treasurer of the Cleveland-Marshall Chapter of the Delta Theta Phi Law Fraternity (Ranney Senate) and one of the founding members of the National Lawyer’s Guild (Cleveland-Marshall Chapter). My passion for community advocacy led me to become a Legal Observer for several demonstrations, ensuring that individuals’ civil rights were protected, and I taught “Street Law Clinics” during which I educated citizens of their Constitutional civil rights. I was a student practitioner with the Cleveland-Marshall Community Advocacy Clinic, which focused on redevelopment of blighted urban areas of Cleveland, Ohio. Upon graduation from law school, I was awarded the Student Public Interest Law Organization’s Scholarship for Outstanding Service to the Community.
