I sat as an independent impartial trier of fact in Social Security disability and retirement claims and Medicare Part A, B, and C claims, providing the parties with an opportunity for an on the record hearing and rendering a decision on the record before me. I ruled on preliminary motions, conducted pre-hearing conferences, issued subpoenas, conducted hearings (which included written and/or oral testimony and cross-examination of lay and expert witnesses), reviewed briefs, and prepared and issued decisions, along with written findings of fact and conclusions of law. As Hearing Office Chief Judge I supervised a staff of approximately 55 employees including six judges, hired and promoted employees, prepared annual employee performance evaluations for those employees under my direct supervision, held weekly management meetings with our Regional Office management team, and daily meetings with our hearing office management team. I also served as the liaison between the Regional Office Chief Judge and the judges in the Hearing Office. At the same time I conducted hearings and managed my own docket of cases.

Details: First woman elected to serve on the board of directors of this national judges' association, I represented the judges assigned to Hearing Offices in the Social Security Administration in NY, NJ, and Puerto Rico. I served as the bot the Co-Chair and Chair of Legislative Committee. In connection with this work I was privileged to testify before the Judiciary Committe of the United States Senate several times and the United States Congress House Committee on Ways and Means SubCommittee on Oversight in Government Management. During this period I worked closely with the staffs of NJ's then Senator Bill Bradley, West VA's then Congressman Harley Staggers, Jr., then Congressman Dan Mica, and Congressman Barney Frank, as well as with Senator Bradley, Congressman Staggers, Congressman Mica, and Congressman Frank themselves. The goal of this work was to see that due process for the Social Security disability claimant was preserved in the hearing process. I was privileged to be able to assist in drafting legislation and counseling members of Congress on prospective problems and potential solutions to those problems.
